The need to simplify and rationalize both internal process and processes linked to public services. The development of an e-Government platform which reuses the old code structures.
HP helped to define three layers of services in the integration middleware provided by BEA WebLogic Server 8.1. The first layer comprises basic services (such as record keeping, authentication, registration, and coordination services), whilst the second layer is composed of functional services created from the basic services (being able to sign, calculate, register online in the registration ledger, carry out online notifications, certifications, and communication via SMS). The third layer that was defined included the processing services, which involve an entire process initiated by a citizen or an official.
Achieved a simpler, more effective and efficient Public Administration, whilst helping a comparatively small community to maximize the value of its public resources. The platform was also used to carry out a corporate strategy which aspires to serve and unify the IT of the ministries by offering the components they need to offer processing services via the Internet. Used Service-Oriented Architecture rationally to ensure interoperability.
